The list for order of appearance has only the characters that had an physical part in the story, not the people that were mentioned only in passing (such as Mirianna Ohmsford - Par and Coll's mother); these will be indicated by italics in the alphabetically-ordered list.

Traunt Rowan
One of the Druids in Shadea's inner circle. He and Pyson brought Pen back to Paranor but failed to keep him there, as the latter made it to the Forbidding. To reverse this, he, Pyson, and Shadea built a triagenel to capture Pen and Grianne. Upon the true Ard Rhys' return, she broke free of it and offered the three rebel Druids banishment. Traunt accepted, but Shadea labeled him as a traitor and killed him immediately.
Penderrin Ohmsford
Son of Bek and Rue Ohmsford and charged by the King of the Silver River to save his aunt, he was captured by the Druids and brought to Paranor, only to be rescued by Khyber. With her help, he made it into the Forbidding and, after having to twice escape a dragon lured by the runes on his darkwand, found Grianne and brought her back to the Four Lands. When they returned to Paranor, they were caught in a triagenel, but Grianne broke free and Pen was able to escape. With Bek, Rue, Tagwen, and Khyber, he boarded Swift Sure and found the Moric in the guise of Sen Dunsidan. He gave the demon the darkwand and sent it back into the Forbidding. Afterwards, he and Grianne went back to the tanequil, where Cinnaminson was returned to him.
Kermadec
A Troll Maturen, he was found by Bek and Rue after having been trapped in the Inkrim with his Trolls. After being freed, he organized the Taupo Rough army and brought them to Paranor, where they besieged the Keep. When Grianne returned from the Forbidding, he and Atalan went up to join the battle between her and the Druids. During the fight, he was severely injured, but he was able to kill Shadea and to make a recovery afterwards.
Tagwen
Grianne's trusted advisor and secretary. He was rescued along with Kermadec and his Trolls when Swift Sure came to the Inkrim and was able to guide Bek and Rue into Paranor, where they found Khyber.
Pyson Wence
A Gnome and one of the Druids in Shadea's inner circle. He and Traunt brought Pen back to Paranor but failed to keep him there, as the latter made it to the Forbidding. To reverse this, he, Traunt, and Shadea built a triagenel to capture Pen and Grianne. Upon the true Ard Rhys' return, she broke free of it and offered the three rebel Druids banishment. Traunt accepted, but Shadea killed him; in that instant, Pyson attacked Grianne. During the ensuing battle, he comes close to killing the Ard Rhys, but with the arrival of Kermadec and Atalan, he turned his attention to them and thus was killed by Grianne in turn.
Khyber Elessedil
The daughter of Kylen and brother of Kellen Elessedil, she hid in a Druid airship when they came for Pen and was able to sneak into Paranor. Once there, she found the boy and was able to free him and take him to Grianne's room, where he entered the Forbidding. However, she was caught and tortured by Shadea for information; once she had exceeded her usefulness, she was to be taken down to the furnaces and thrown in, along with the Elfstones. On the way down, she freed herself from her bonds and eventually killed the four Gnomes sent to do the job, then went back to Grianne's room via a secret passage. Bek, Rue, and Tagwen found her later; the former helped her in breaking down the triagenel. After Grianne's return, they escaped and accompanied Pen on his quest to find the Moric, which Khyber aided in by using the Elfstones to locate it. When all was done, she became a Druid and was assigned to lead the next order along with Trefen Morys and Bellizen.
Atalan
Kermadec's brother, he was found along with Kermadec and the other Trolls when Swift Sure came to the Inkrim. He accompanied his brother to Paranor and joined in on the fight between the Ard Rhys and the rebel Druids. During the battle, Shadea put a knife hilt-deep into his chest. It is unknown whether or not he survived.
Rue Meridian
Mother of Pen Ohmsford, she was freed by Trefen Morys and helped the young Druid rescue Bek soon afterwards. The three of them, along with Bellizen, then escaped on Swift Sure, where they found Tagwen, Kermadec, and his Trolls, and brought them back to Paranor. Rue, Bek, and Tagwen went in and found Khyber. After Grianne was free, they took Khyber and Pen and found the Moric, at which point Pen gave it the darkwand and it was sent back into the Forbidding.
Trefen Morys
One of two Druids who was still completely loyal to Grianne and a student of rocks and soils, he freed Rue and helped her free Bek, then came with them and Bellizen to the Inkrim, where they found Tagwen, Kermadec, and his Trolls. Once they returned to Paranor, he and Bellizen helped lead the Trolls in, but Gnome Hunters were alerted to their presence and began to hunt them down. As Trefen and Bellizen prepared to jump out of a window, the Troll army arrived and took away their need to do so. After Grianne defeated the rebel Druids, they and Khyber were assigned to lead the next order.
Bellizen
One of two Druids who was still completely loyal to Grianne and healer, she secured Swift Sure and came with Trefen, Bek, and Rue to the Inkrim, where they found Tagwen, Kermadec, and his Trolls. Once they returned to Paranor, she and Trefen helped lead the Trolls in, but Gnome Hunters were alerted to their presence and began to hunt them down. As Trefen and Bellizen prepared to jump out of a window, the Troll army arrived and took away their need to do so. After Grianne defeated the rebel Druids, they and Khyber were assigned to lead the next order.
Bek Ohmsford
Father of Pen Ohmsford, he was rescued by Trefen and Rue and then taken to Swift Sure to make their escape. During their flight to Taupo Rough, Bek, hovering near death, was visited by the King of the Silver River, who told him that Pen needed to send the Moric back. Bek recovered and was able to rescue those trapped in the Inkrim. Once they returned to Paranor, he, Rue, and Tagwen went in and found Khyber, who helped him to weaken the triagenel meant to trap Grianne. After Grianne was freed and Pen returned, Bek, Rue, Tagwen, Khyber, and Pen went to find the Moric with the help of Khyber's Elfstones. Bek flew Swift Sure to its ship, where Pen sent it back into the Forbidding.
Pied Sanderling
Former Captain of the Home Guard, he led the Elves into a battle against the Federation and won, then successfully brought them into the Free-born camp. There, Arling told him that once all was over, he was to leave Arborlon and never return. Resigned, Pied took several Elves in on flits to attack the Dechtera and to destroy its weapon. Though the attack was successful, he and Troon were the only ones to survive. They were forced to flee immediately on a damaged flit and later crashed into a burning field, where a Southlander rescued them and brought them back to health. At the end of the war, he and Troon started a new life away from Arborlon.
Drumundoon
Pied's aide. He was sent to Arborlon to persuade the Elves to send out more fighting units and succeeded in doing so.
Erris Crewer
A 3rd Lieutenant, he commanded the Elven archers during the Federation-Free-born War.
Ti Auberen
A veteran Captain of the Home Guard, he called for the strike against the Federation at Elven Rock.
Whyl
An Elven Hunter and a scout, he was familiar with the Prekkendorran and was able to provide a route which the Elves could travel to reach the Free-born.
Shadea a'Ru
The High Druid of Paranor, she continued her tenuous grip on the Druids and refused to let go. After discovering Iridia was serving Sen Dunsidan, she sent Gnome assassins to kill her, but they failed. Upon learning of Pen's foray into the Forbidding, she, Traunt, and Pyson built a triagenel to hold her; once Grianne returned and broke free, they did battle after Grianne offered them banishment. Traunt accepted, but Shadea killed him immediately. When the fighting began in earnest, Kermadec and Atalan arrived to join in as well; she stabbed Atalan with a knife and burned Kermadec. Kermadec, however, was able to attack her in turn and succeeded in killing her.
Sen Dunsidan
The Prime Minister of the Federation, he refused to listen to Iridia when she told him that he had to attack Arborlon, and thus, when Etan Orek told him he had discovered something new, the Moric, disguised as the engineer after having shed its Iridia skin, removed Sen's vocal cords and took over his body. As the Moric, it brought the Zolomach, equipped with another diapson weapon, to Arborlon, but it was intercepted by Swift Sure, at which point Pen gave it the darkwand and it was sent back into the Forbidding, where Pen's dragon came to stare at it.
Iridia Eleri
Once one of Shadea's accomplices and a Druid, she was possessed by the Moric and served Sen Dunsidan. She attempted to persuade the Prime Minister to attack Arborlon but failed, and so took matters into her own hands, leaving the Iridia skin and possessing Etan Orek instead.
Moric
A changeling from the Forbidding, it was released into the Four Lands when Grianne was transported to its world. It attempted to persuade Sen Dunsidan to attack Arborlon but failed, then took over Etan Orek to lead the Prime Minister into a place where he would be alone, at which point it took over his body and flew the Zolomach to Arborlon, only to be intercepted by Pen, who gave it the darkwand and sent it back to the Forbidding.
Grianne Ohmsford
The former Ard Rhys, she was trapped in one of Tael Riverine's cells until Weka Dart freed her after she agreed to at least try to bring him back into the Four Lands with her. During their flight, a Graumth attacked them, but she released her magic and destroyed it, surprising her with its force and causing her to realize that perhaps her Fury persona had caused the wishsong to evolve further. She and Weka Dart continued to flee, avoiding Hobstull and his demon-wolves, who were all turned to stone by the Asphinxes. Shortly afterwards, she was found by Pen, who takes her back to the Four Lands, leaving Weka Dart within the Forbidding. Once returned, she was immediately caught by the triagenel but was able to break free because of Bek and Khyber, who had weakened it, and, after offering Shadea, Pyson, and Traunt banishment, did battle with the former two, Traunt having been killed by Shadea after he had accepted. Kermadec and Atalan arrived in time to save her, and they were able to kill the other two Druids. Afterwards, she brokered a peace agreement between the Elves and the Southlanders and banned the use of diapson crystals in anything other than powering airships, then resigned her position of Ard Rhys, leaving it to Khyber, Bellizen, and Trefen to take it up later, when the time was right. With Pen, she then journeyed to the island of the tanequil, where she traded herself for Cinnaminson and subsequently became an aeriad, where she was finally free.
Weka Dart
An Ulk Bog, he freed Grianne from Tael Riverine's prisons after she promised to try to bring him back into the Four Lands. After she defeated the Graumth with her evolved wishsong, he pledged to serve her and to no longer do bad things. During the flight from the demon, Weka led Hobstull and his demon-wolves into a nest of Asphinxes, where they were turned into stone, and later, after Pen arrived, gave a dragon mating call to lure Pen's dragon away from them. However, they were almost at their destination when Grianne was forced to tell him that there was a good chance that he wouldn't be able to come with them, at which point he told them he would try to find a new life and left the two.
King of the Silver River
A being living since the time of Faerie, he appeared to Penderrin and told him of the quest he must make, then later appeared to Bek while he was fighting his wounds on Swift Sure and told him that Pen must find the Moric and send it back, and that Bek must help him do so.
Gresheren
A Gnome working for Shadea. He was assigned to choose four of his best men to kill Iridia.
Troon
A Tracker for the Home Guard, she snuck through the Federation army and was able to secure the Free-born gates so that they would open when the Elves came. She also accompanied Pied on his mission to destroy the Dechtera's weapon and was the only one who survived along with Pied. They were forced to flee immediately on a damaged flit and later crashed into a burning field, where a Southlander rescued them and brought them back to health. At the end of the war, she and Pied started a new life away from Arborlon.
Vaden Wick
A charismatic Dwarf, he commanded the Free-born soldiers and led an attack against the Federation after the weapon on the Dechtera was destroyed.
Arling Elessedil
Queen of the Elves after Kellen's death, she told Pied that once he destroyed the Dechtera's weapon, he would resign from the Elven army and never return to Arborlon again.
Sersen
A Southlander, he and Pied lead the strike against the Dechtera and is killed during the attack.
Etan Orek
An engineer. He finished building another weapon, which was installed onto the Zolomach, except then the Moric possessed him and used him to lure Sen Dunsidan away from his guards, where it took over the Prime Minister's body instead, leaving Etan Orek's skin to burn along with all of his work.
Barek
One of the Trolls rescued by Bek and Rue while trapped in the Inkrim. He goes with Kermadec and Atalan to besiege Paranor.
Cinnaminson
Formally a blind Rover girl who could "see" with her mind, she became an aeriad and remained on the island of the tanequil after Pen received the darkwand. However, after Grianne returned from the Forbidding and set everything right again, the former Ard Rhys and Pen went there, where Grianne traded herself for Cinnaminson, allowing her to return to Pen.
